PDC has practiced civil engineering in the rugged and remote environments of Alaska, as well as in its urban settings, since 1975. In lands where the temperatures range from “100 below to 100 above”; where snowfalls reach 10 feet and more; where design wind loads exceed 150 mph; where access and communications are nominal at best; PDC has prevailed to provide outstanding service to our clients. Transportation

Highways – PDC works in a prime consultant role on large highway projects and have designed complete rehabilitation projects for all of Alaska’s major highways. Work includes repairs of major stability failures; thermal accommodation of permafrost; and hundreds of miles of paving, drainage, and safety improvements. We support the entire project development process, from the reconnaissance study phase through the NEPA process, public involvement, detailed design, permitting, and construction. Our design expertise extends to bicycle and pedestrian facilities.

Aviation – PDC’s airport consulting services are focused primarily on rural airports in all regions of Alaska. These projects require special expertise in remote site design and construction material logistics. We also provide planning and design services for the larger airports, including many projects at Fairbanks International Airport and a major planning document for Kotzebue’s Ralph Wien Memorial Airport. Our aviation services span the complete range of project development: master planning, location studies, NEPA process, public involvement, detailed design, permitting, and construction phase services. We also provide land-side designs for terminals; resurfacing; drainage; deicing run-off treatment; firefighting, training, equipment storage, and maintenance facilities; and airport lighting.

Rail – PDC’s services include rail design, utilities, right-of-way, and facilities design. As with our other heavy civil projects, we support the entire project development process, from concept through construction. On the Alaska Railroad’s Fairbanks Intermodal Terminal project we provided a complete site design including rail, passenger platform, sewer, water, storm drain, parking, balloon track, and right-of-way work.

Utilities

PDC’s utility group has provided planning, design, and construction administration services for water, sewer, and storm drain projects since 1975. It is a challenging job for our clients, both urban and rural, to deliver utility service in the Arctic and sub-Arctic climates of Alaska. Ground conditions can be especially challenging, and a pipe failure at 50 below is critical. Overcoming these challenges requires that systems in both urban and rural settings be extremely reliable and easily maintained. Heated, circulated, and insulated water systems and insulated sewer systems are often required.

Working on projects throughout Alaska and utilizing sophisticated system modeling software when needed, our engineers have built a reputation for designing practical, robust, and low-maintenance systems. We have designed water, wastewater, and storm water systems for camps, rural communities, scientific research complexes, and military installations in locations as diverse as Anchorage, Adak Naval Air Station, Alaska’s Interior, and Antarctica.

Water – We provide consulting services for primary and backup potable water supply, treatment building and support systems, and both circulating and non-circulating water distribution systems. Services include:

  • Thermal modeling to determine heat loss

Wastewater – Our services for gravity/force main wastewater collection and lagoon treatment systems include:

Storm Water – From Fairbanks to Adak, we have designed aircraft de-icing pads and snow storage basins for glycol-contaminated snow, with provisions for treatment of the discharge; urban collection systems; and storm water and drainage systems for housing developments, large facility sites, and parking lots. Our services for storm water collection and treatment projects have included:

Our designs incorporate vegetated areas for filtration and infiltration of storm water to improve the discharge quality.

Site Planning

PDC provides site planning for a variety of facility projects. These services include site grading, pavement design, drainage, ingress and egress design, parking, utilities, storm water treatment, and landscaping.

Municipal Services

PDC provides urban design and planning for the amenities that make community living possible. Streets, drainage, parking, trails, parks, recreation facilities, community planning, pathways, railroad terminals, and bus stops are some of the features we deal with.

Our municipal services include a focus on the green infrastructure of open spaces in our cities, including parks, gardens, woodlands, and waterways. Our urban drainage plans utilize green infrastructure management practices, such as providing grass swales and porous surfaces to reduce runoff and improve water quality.

Our services are procured to meet human needs, often a requirement for economic development. We strive to integrate environmental and social concerns into all development processes. Sustainable development balances economic and social development with environmental protection to achieve a result in which renewable resources are being consumed at a rate less than nature’s ability to replenish.
