Local planner hoping to make Fairbanks transfer sites more user-friendly

Patrick Cotter is trying to make hauling the trash down to the dumpsters more tolerable.

He’s come up with some ideas and wants to get feedback from people who use the Fairbanks North Star Borough transfer sites.
